Hamilton’s Additional Dwelling Unit and Multi-Plex Housing Incentive Program is funded through the federal Housing Accelerator Fund and, since its October 9, 2025 amendment, pays a grant of 70% of eligible costs to a maximum of $40,000 for each eligible unit. Detached additional dwelling units, which the City calls garden suites or laneway homes, are listed as an eligible project type. The grant is paid in two stages: an advance of 20% of the estimated grant, capped at $8,000 per unit, on a contractor’s estimate, and the balance after the unit is complete.

Two things to confirm with the Housing Secretariat before you count on it. First, which of your costs the City treats as eligible; a factory-built package delivered to site is not the case the program was drafted around, so ask. Second, whether any rental or affordability condition attaches to the current grant. Earlier versions of Hamilton’s program were forgivable loans with a 15-year affordability term; the current grant is reported without one, and that matters for the next point.

Which path is your suite on? If the City’s grant carries no rental condition, it can stack with Ontario’s HST rebate on a suite your parent or adult child will live in. If you take a grant that requires you to rent the suite to a tenant, the HST rebate is off the table, because it requires the home to be the primary residence of you or a relation. Ask both the City and your accountant before you choose.

Possibly, and it depends on one question: whether the grant you accept requires you to rent the suite out. The HST rebate requires the suite to be the primary residence of you or a relation. Hamilton’s current grant is reported without an affordability condition, but confirm that with the Housing Secretariat in writing before you rely on both.
Detached garden suites are an eligible project type, and the grant is calculated on eligible costs. Whether the City counts a delivered modular package as an eligible cost in full is a question for the City, so ask before you sign with a dealer. Site works, servicing, and permits are more conventional line items.
