The Town’s Gentle Density plan now pays for that review. The Town Pays for
the Servicing Study

On February 2, 2026 the Town of Caledon opened applications under its Gentle Density Community Improvement Plan, funded through the federal Housing Accelerator Fund and running to December 31, 2028 on a first-come, first-served basis. The grant that matters most for a factory-built home is the Servicing Review Grant: up to $35,000 per property for the servicing assessment a rural lot needs before it can add a unit, which on a Caledon lot usually means well capacity, septic design, and hydro. That is money toward the part of an owner-built project that is hardest to price and easiest to get wrong.

The Affordable Unit Grant, up to $30,000, is for creating or legalizing an additional residential unit with a commitment to affordable rent, and the Multiplex Development Grant, up to $50,000, is for conversions and new multi-unit buildings. Detached garden suites are not named in the announcement as a project type on their own, so confirm with the Town how a detached unit on a rural lot is treated under each stream. Caledon’s development-charge schedule was updated February 1, 2026 and is indexed again on August 1, 2026; the provincial exemption for detached suites under 100 m² applies regardless.

Which path is your suite on? The Servicing Review Grant is about the lot, not who lives in the unit, so it should sit alongside Ontario’s HST rebate on a home that will be the primary residence of you or a relation; confirm with the Town. The Affordable Unit Grant requires affordable rent, so it cannot combine with the owner-occupied rebate on the same unit, though that unit may claim the ENRRP rental rebate instead.

Matters in Caledon

Rural Caledon lots add layers a serviced lot does not have: well and septic approvals, conservation-authority review on many properties, and Niagara Escarpment or Greenbelt rules on some. Budget more than the calculator’s conservative 16 weeks if your lot touches any of those, and apply early. Physical work on the land, meaning excavation or site preparation for the foundation, is what has to begin by March 31, 2027.

The Town describes it as up to $35,000 for servicing assessments on rural lots developing additional residential units or multiplexes. A primary home with a suite, or a lot adding a suite to an existing house, is the case it was written for. A single detached home with no additional unit may not qualify; ask the Town before you rely on it.
The servicing grant is about the lot, so it should combine with Ontario’s owner-occupied rebate on a home that will be the primary residence of you or a relation. The Affordable Unit Grant requires affordable rent, which rules out the owner-occupied rebate on that unit; since September 2026 the rented unit can claim the ENRRP rental rebate instead, so grant and HST relief may now sit together. Confirm both with the Town and your accountant.
A Caledon lot on well and septic needs its septic design approved and its well capacity shown before the building permit issues, and many lots also need conservation-authority sign-off.
