Permit Fees Half Off in 2026

Barrie is paying people to move quickly this year: half off the permit fee for any additional residential unit applied for in 2026, and the whole fee back if the unit is occupied within a year of the permit. That timing lines up with Ontario’s HST rebate deadline for a home that will be the primary residence of you or a relation. Here is how the pieces fit.

For 2026 the City of Barrie is reducing building-permit application fees by 50% for every new additional residential unit, and that includes detached ARUs and coach houses, which is what a factory-built garden suite is. Applications have to be received by December 31, 2026 and the project completed by December 31, 2027. If the unit reaches final inspection and occupancy within 12 months of the permit being issued, the City refunds the full permit fee. Development charges are not part of this program, but Barrie separately exempts up to two ARUs per property from development charges, and allows up to four units per lot in residential zones.

The bigger dollar figure in Barrie comes from the County of Simcoe’s Secondary Suites Program, up to $50,000 per unit, with a City top-up reported through Barrie’s Housing Community Improvement Plan. That money is for suites rented at an affordable rate, which used to put it on the other side of a fork from the HST rebate. Since September 2026 a rented suite has its own rebate, the ENRRP, so the County grant and an HST claim may now sit together on the same rental unit. Confirm both with your accountant.

Which path is your suite on? The permit-fee incentive and the development-charge exemption stack with Ontario’s HST rebate on a suite that will be the primary residence of you or a relation. The County’s $50,000 requires an affordable rental, which rules out the owner-occupied rebate on that unit, but the rental unit may claim the ENRRP rebate instead. Decide who will live in the suite first; the rest follows from that.

Barrie publishes no fixed permit turnaround for ARUs, so the calculator uses the conservative 16-week allowance. Note the City’s own incentive reverses the usual incentive to wait: an application filed in 2026 gets the fee cut, and a factory-built suite delivered 10 to 12 weeks after the order is about the fastest route to the 12-month occupancy refund.

Yes. The program lists secondary dwellings, coach houses, and detached ARUs among the eligible unit types, alongside interior conversions. The application has to be received by December 31, 2026 and the project completed by December 31, 2027.
They are for different suites, but a rental suite is no longer shut out of HST relief. The County money requires you to rent at an affordable rate, which rules out the owner-occupied Enhanced New Housing Rebate on that unit. A rented suite can instead claim the ENRRP rental rebate, published by the CRA in September 2026. A suite for your parent takes the owner-occupied path with no County money. Your accountant can put numbers on each.
Barrie allows up to four residential units per lot in residential zones, so a house can add up to three ARUs subject to setbacks, parking, and the other zoning standards. Up to two of those ARUs are exempt from development charges; a third would pay them.
